The law still needs to be voted on by referendum, which is due to take place later in 2018. The new autonomous region will benefit from greater political and fiscal autonomy through a parliamentary government of the region. However, the bol`s final text grants Bangsamoro`s country of origin much less symbolic autonomy than the bill proposes, taking seriously the concerns of the Supreme Court in the MOA-AD decision. In the bol development process, the House of Representatives and the Senate made several amendments to the Bangsamoro Bill (the proposed BBL) drawn up by the Bangsamoro Transition Commission (with the drafting of the legislation by then-President Aquino III). For example, the ratified BOL recognizes the “right of the bangsamoro people to build their political future through a democratic process that ensures their identity and posterity” (preamble, the BOL) instead of their “right to self-determination and autonomy” (Article IV, Section 1, the proposed BBL). The preamble no longer begins with the phrase “We, the people of Bangsamoro and other inhabitants.” In its place, the BOL begins: “Recognizing the aspirations of the Bangsamoro people and other inhabitants of the Mindanao Autonomous Region, […] the Filipino people, by the act of the Philippine Congress, order and promus this organic law for the Bangsamoro Autonomous Region in Muslim Mindanao.” [learn_more caption”What is the framework agreement?”] Since 2010, negotiated comparisons with internal armed conflicts have been in decline, with a turning point in the way towards the promotion of military means. [v] The conclusion of the CAB in 2014 and its ongoing internal implementation with the passage of the BOL are positive remarks in the area of conflict resolution.

Nevertheless, the Bangsamoro peace process highlights the stakes of peace negotiation within the framework of an existing constitution and in the shadow of a high-level tribunal. It also stresses the importance of ensuring constitutional legitimacy throughout the process. If the BOL is not fully implemented by the necessary constitutional procedures, as in 2008 with the failure of the peace process, the possibility of a resumption of violence remains.
